Porn Images and the Public Sector

An Audit Commission report published in June this year highlighted a huge increase in the viewing of computer pornography by public sector workers. The report called for public sector organisations from councils and government departments to the NHS, police and fire-fighters to invest in technology to prevent inappropriate or illegal images in the workplace.
Chris Hurford, head of IT security at the Audit Commission reported that the detection of computer porn had grown exponentially since 1997: “Many managers do not pick up on it because, unlike fraud, it is not obviously damaging to the organisation. People haven’t taken the issue very seriously.”
Yet the scale of the problem is reflected by the incident at the Department of Works and Pensions that hit the headlines last year. It was disclosed that, after an investigation, 2 million inappropriate images and, more alarmingly, 18,000 illegal images were discovered on their computer systems. Furthermore, out of 1,451 convictions resulting from Operation Ore, the largest UK anti-paedophile investigation, 27 per cent were public sector employees.
LACK OF AWARENESS
A part of the illicit image abuse problem is lack of awareness and understanding. A recent survey, carried out by The Irish company and the Chartered Institute for Personnel & Development, revealed that the majority of senior managers were unaware that they and their organisation could be criminally and civilly liable if inappropriate or illegal images were found on workplace computers. The Legislation in the UK is clear – directors and the managers they appoint could be held personally liable if negligence is found in the management of data and images on workplace computers with a penalty of up to five years imprisonment.
NOT JUST AN INTERNET PROBLEM
The conventional method of preventing pornographic or illegal images entering the corporate network is by implementing an Internet gateway filtering solution. But gateway technologies are limited in scope and can easily be bypassed using techniques such as encrypted data transmission, unrecognisable file formats and secure connections through HTTPS. But even if these limitations could be overcome, today’s desktops are subject to multiple data entry points. PCs have conventional points of entry such as a CD/DVD drive, Ethernet card and serial and parallel ports. But with USB, Firewire and wireless networking, the desktop has been opened up to multiple new hardware devices with high data transfer rates such as portable hard drives, memory sticks, 3G phones and cameras.
PREVENTION
Gateway filtering is only a small part of the solution. At the Department of Works and Pensions it was reported that a mere 2 months after installation of image detection software at the gateway, a further 500,000 inappropriate images had been introduced on to its computers. The only effective solution is to audit files on corporate IT resources and monitor and report on images as they are being viewed by the user.
To undertake a detailed audit of machines across an entire corporation can take months or even years. However, using the latest image analysis technology it now only takes days or weeks for even a large organisation to detect inappropriate and illegal content stored on all PCs, servers and removable media including email archives, embedded images and ZIP files and provide a detailed audit trail and comprehensive management reports. The same technology can be used to identify and prevent inappropriate or illegal images at the desktop in real time. Images that breach pre-set guidelines can even be blurred to avoid the risk of inadvertently displaying a harmful image that may lead to sexual harassment claims. Full details, are recorded and can be dealt with by the designated administrator and HR department.
LINE OF DEFENCE
While in most organisations monitoring of computer systems is permitted it is essential to have an unambiguous and up-to-date Acceptable Computer Usage Policy. This should be communicated to all staff so they are fully aware of expected employee behaviour, measures the organisation is taking to monitor and enforce as well as the disciplinary policies and procedures.
Clearly it is time for companies and organisations to take action. Reinforcement of policy, regular audits and a visible line of defence at the desktop is the only sure way of dealing with and ultimately putting a stop to this undesirable activity in the workplace.

The scourge of spam and how to tackle it
We’ve all been there. It’s the start of the day and you’re sifting through loads of Spam emails. All you want to do is get straight to the genuine emails.
Wouldn’t it be great if you could spend less time sifting through and deleting all that Spam?
The spammers are continually coming up with ingenious ways to get past the filters so these solutions are never going to be 100% effective. But they do work and can mean you spend less time filtering your emails.
There are also downsides to using spam filters. Just like we humans they can make mistakes! What this means is spam filters can sometimes trap genuine emails. This is known as a “false positive”. That’s not great if it’s an important email from a client.
Clearly there needs to be a balance here between risk and reward. This is normally in the form of a sensitivity setting within the spam filter. It is important to get this correct but initially it is worth trialling different settings and checking the results.
Some spam filters work in a slightly different way by blocking any emails they are not sure about but then giving the recipient the option to release that email. That puts you in control of your own sensitivity settings and means that you literally “train” your Spam filter. This might mean a bit of extra effort on your part at the outset but it may well save you time longer term and enable you to get the best out of your Spam filter.
One option is to use a Spam filter that is hosted on the internet with no software to install on your computer. This has several advantages:
1. The Spam emails never reach your computer. That leaves your internet connection free for valid emails and internet use.
2. Viruses never reach your computer or server.
3. It also makes your network or server more secure as you can set them to only allow connections from your hosted Spam filter rather than anybody who might be sending you emails.
My recommendation would be for a hosted spam filtering solution for the benefits listed above. There are also additional benefits including business continuity. When your server/network is down you can still access emails through a web interface and then when your network/server is working again the emails are delivered as normal. There’s also the option of email archiving for compliance reasons along with access from any location though a web site, for example if you are away from the office.

Data, Data, Everywhere

Remember the days of 40MG hard drives? Or how excited you were when you had a Gig of disk space on your laptop? Yet now we can travel with 1/2 TB of space on a flash drive smaller than a paperback. Technical advances and dropping prices allow us to give users what they want—more space to store their stuff. But as George Carlin pointed out in his famous stand-up routine about Stuff, some challenges can result. Read on to find out what we are seeing as we visit customers, plus some great solutions to help.
The Challenge:
We are living in the information age and data is king. Users want rapid access to their data and don’t want to have to worry about losing an important document or email that they might need ‘some day.’ In a society where discovery for court cases has extended to electronic documents, penalties can be high for not being able to produce the right document. As we visit customers, we see both file system and email stores growing out of control. It seemed to happen overnight and everyone is talking about it. So why not just keep adding disk space? After all, as we stated above, disk space is cheap and easy to come by. However, some serious challenges arise from simply adding disk space to disk space:
1. Backup Windows Are Extended: Depending on your particular rotation strategy, some backups may be finishing just as your users are logging back into the network.
2. Maintenance Takes Longer: If you do have a hardware or software issue, rebuilds of large data volumes (such as NSS pool rebuilds) can take a great deal of time and put your systems out of production, thus impacting user and business functions.
3. Data Migrations Take Longer: While we can do seed and delta copies when migrating to new hardware, all of these take longer and longer as our stores grow.
Some Solutions:
There are many ways to solve this situation – all revolving around reducing the size of your production data stores and putting less-recently-used files and data off to cheaper devices that need to be backed up less frequently. Here are three options to consider:
1. Email Archiver: While email archivers were originally used to capture all emails in the event of a court case, they are also a great way to reduce the size of your post offices. The advantage is that users have the comfort of knowing that the data is still available if they need it, and thus are less likely to complain about archiving and retention policies. Solutions like Messaging Architects M+ Archive support stubbing, so users ‘see’ the email as if it were in their mailbox.
2. Dynamic Storage Technology: Included with OES, DST allows users to create a shadow volume and move less-frequently-used files off to cheaper storage based on the policies you set. Users see the files as if they were still on the same volume. When they access them, the files are automatically moved back to the production disk. The cheaper storage can be backed up less frequently and at a time that is convenient for you. Plus, you reduce the size of your production data volume.
3. Novell Storage Manager: Novell Storage Manager allows you to create storage limitations for various groups and automatically move files to the storage device of your choosing – all based on the policies you define. The program snaps into eDirectory. It is great for schools who are moving student files to new directories based on class enrollment. It also permits or prevents the storage of certain files based on groups; for example, you can pre-determine to only let your music class students and faculty store MP3s.
Like any other implementation, planning for the needs of your organization is key. But by selecting a few of these strategies, you can find a place for everyone’s ‘stuff’ and still keep your network running at top speed!
